What is the Delaware Office for the Deaf and Hard of Hearing?
The Delaware Office for the Deaf and Hard of Hearing, (DODHH) is a state agency established on March 1, 1993 by the Division of Vocational Rehabilitation, Department of Labor. The goal of DODHH is to ensure that citizens who are deaf and hard of hearing have equal accessibility to services and programs in Delaware. The Delaware Office for the Deaf and Hard of Hearing ensures all citizens of Delaware are educated regarding civil rights of people who are Deaf and Hard of Hearing, so that they are fully integrated into the community.
Services We Provide:
Information on assistive technology, Sign language interpreters, and other auxiliary aids such as assistive listening devices and Computer Aided Realtime Translation (CART), in addition to local and national events and news.
Referral for individuals to obtain services from state and private agencies.
Advocacy for individuals in need of assistance in obtaining services or accommodations.
Visor Communication Card is used in case of a traffic stop, accident or on-road emergency so individuals have the ability to inform emergency personnel of their hearing loss. The card is kept on car's sun visor for easy access. The emergency personnel will know that you have a hearing loss that interferes with your ability to hear instructions and answer questions. Visor communication cards are only available to individuals who are deaf or hard of hearing. More information
Captioned Telephone Services (CAPTEL) program provides access to public telecommunication services by residents of Delaware who have hearing or speech disabilities and can benefit from captioned telephone conversations, using devices for analog communications. The links below contain the procedures to secure this service, and the application form to complete and return to DODHH to get on the list to receive such services. DODHH will accept and approve qualifying applications for such services. CAPTEL services are graduated, with 10 new users approved per month on a first come, first served basis.
